California law makes it easier than in most states to build a unit over a garage or to convert one. HomeGuide puts a garage with an apartment at $80,000 to $300,000 nationally and a garage conversion at $5,000 to $50,000 or more. The details below are general information, not legal advice.
Every dollar figure on this page is a national figure published by HomeGuide, not a quote from us. HomeGuide publishes no garage price for Santa Rosa or for California, so we do not claim one. Clay soil, slope, fire zone rules, seismic bracing and access all move the price of a garage here. Figures read on HomeGuide in October 2026.
How much does a garage with an apartment above cost?
A garage with an apartment above costs $200 to $350 per square foot, or $80,000 to $300,000 in total, by HomeGuide's garage with apartment page. By footprint:
| Footprint | HomeGuide national range |
|---|---|
| 20 x 20 (400 sq ft) | $80,000 to $140,000 |
| 20 x 24 (480 sq ft) | $96,000 to $168,000 |
| 24 x 24 (576 sq ft) | $115,000 to $200,000 |
| 36 x 24 (864 sq ft) | $173,000 to $300,000 |
A two-story building here also needs seismic design for the open garage front, which usually means an engineer. HomeGuide lists structural engineers at $100 to $220 per hour.
Can I build an ADU over or in my garage in California?
In most cases, yes. California's ADU law lets owners of lots with a home add an accessory dwelling unit, including one in or over a garage. Government Code section 66314 says no setback can be required for an existing accessory structure converted to an ADU, caps side and rear setbacks at four feet for new ones, and bars cities from requiring replacement parking when a garage is converted. On a lot that already has a home, section 66317 says the city must approve or deny a complete ADU application within 60 days. The city or Permit Sonoma still checks the building code.
Can I build a second story over my existing garage?
Sometimes. HomeGuide's second story page puts a second story addition over a garage at $60,000 to $200,000 or more. The old garage must be able to carry the new floor, and many older garages in Santa Rosa, Petaluma and Napa were not built for it. An engineer checks the walls, the header over the door and the foundation. If they fall short, it can make more sense to rebuild the garage with the unit above.
Can my garage foundation hold a room on top?
Only an engineer can say, but most old garage foundations cannot carry a second floor without work. A garage slab is often 4 inches thick with shallow or no footings under the walls. A room above needs footings sized for the added weight and anchors for earthquake hold-downs. That can mean new footings along the walls or a new foundation. On expansive clay, the engineer may ask for a soils report first.
How much does it cost to convert a garage into a bedroom or living space?
HomeGuide's garage conversion page lists $5,000 to $50,000 or more for a conversion, or $50 to $200 per square foot for living space. A bedroom runs $5,000 to $17,000 and a garage-to-apartment or ADU $20,000 to $100,000 or more on that page. HomeGuide's ADU page gives a different full conversion range, $20,000 to $140,000. A full bath adds $20,000 to $30,000 or more on the conversion page. HomeGuide's building permit page lists $800 to $1,500 for the permit to convert a garage into living space.
| Garage size | Conversion, HomeGuide national range |
|---|---|
| 1-car | $5,000 to $20,000+ |
| 2-car | $10,000 to $50,000+ |
| 3-car | $30,000 to $75,000+ |
Does converting a garage hurt resale value?
It depends on the buyer. HomeGuide's ADU page says a garage conversion may lower home value in regions where garage parking is highly valued. Around Santa Rosa, a legal, permitted ADU that brings rent can add value, while a rough, unpermitted conversion usually hurts at sale. A local agent can tell you how buyers on your street see it.
Do I have to replace or raise the slab when converting a garage?
Usually the slab stays, but it gets work. Garage floors often slope toward the door, sit a step below the house and have no vapor barrier. We add a moisture barrier and either a raised wood floor or a leveling layer, so the room is dry and flat. A cracked or sunken slab may need replacing. A bathroom or kitchen needs trenches cut in the slab for drain lines.
Can I rent out an apartment above my garage?
Under state law an ADU may be rented separately from the main home but may not be sold separately, by Government Code section 66314. For units approved under section 66323, rentals must be for terms longer than 30 days. Local rules on short-term rentals, owner occupancy and rental registration can add more, so check them with the city or county for your address. This is general information, not legal advice.
Does a garage ADU need fire sprinklers?
Not under state ADU law if the main house does not need them. Government Code section 66314 says ADUs shall not be required to provide fire sprinklers in that case. Fire access rules on long driveways or narrow rural roads can still bring other requirements, so the fire department may weigh in.
